The UTCC Mission Statement:

We empower locals to be a strong voice in their workplace, WEAC, and NEA.

 

What is the United Technical College Council (UTCC)?
UTCC is one of the 38 UniServ units that make up WEAC, our state-level organization.

What Is A UniServ?
A UniServ is an organization made up of teacher and support staff locals within WEAC, created for the purpose of providing these locals and members a powerful structure in which to work together to develop and accomplish mutual goals. The UniServ facilitates communication, planning, and pooling of resources among the group of locals. It is a recognition of the desire to build extra strength for locals and the fact that the strength of one local has carry-over into all locals.

The UniServ, short for "Unified Services," is also the structure created and used by WEAC and NEA for providing staff services and resources to locals. In financial partnership with WEAC and NEA, a UniServ hires staff to assist its locals in professional, organizational and member development, collective bargaining, member rights, public relations, leadership training, and political action.

How is UTCC Related to WEAC and NEA?
All WEAC locals are members of a UniServ. Each UniServ elects one representative for each 1,500 of its members to serve on the WEAC Board of Directors. Employee locals of Wisconsin Technical College (WTCS) employers have the choice of being represented on the WEAC Board of Directors by their UniServ representative or by a statewide elected WTCS representative. With a UTCC representative on the WEAC Board, WTCS now has two voices on the WEAC Board, assuring that WTCS issues and needs are heard and addressed within WEAC.

NEA, our national organization based in Washington D.C., is America's oldest and largest organization committed to advancing the cause of public education. WEAC is affiliated with NEA. WEAC and NEA provide funding to UniServs to provide staff services and resources directly to locals.

Formation of the UTCC
The UTCC became operational September 1, 2001. The UTCC was formed by the six locals that make up UTCC, with financial and technical assistance from WEAC. Prior to the formation of UTCC, the six UTCC locals did not belong to any UniServ, and were serviced directly from WEAC. Forward-thinking local leaders recognized the need to unite into a UniServ to provide a secure structure to provide resources and services on a continuing basis to current and future members.

Mission and Goals
UTCC is a collective organization of technical college faculty and support staff employees that work to:

  • Develop and promote high ethical and professional standards among members
  • Promote technical education
  • Increase members' commitment to and involvement in the democratic process
  • Encourage member participation in local, state and national activities related to public education
  • Assist member locals in obtaining the benefits of mutual support and collective bargaining
