The law (s. 118.43(5)(b)) authorizes the department to terminate a contract at the end of the 1997-98 school year and subsequent years on the recommendation of a committee consisting of the chief evaluator, state superintendent, and representatives of the legislature if that committee determines the board has violated the terms of the contract or has not made sufficient progress toward achieving performance objectives

1. Review of Contract Compliance - Compliance with the SAGE contract includes:

  • maintaining required class sizes;
  • ensuring that the school building is open to the community and serves as a center for educational and human services;
  • implementing changes in the curriculum to ensure high levels of achievement for all students;
  • ensuring that professional development and staff evaluation requirements are carried out; and
  • providing all data and information required for purposes of the program evaluation.

The department will use enrollment and staff data and the information reported by the district to document the extent to which plans contained in the contract have been implemented and may also use site visits, interviews with staff, or review of documents or materials maintained at the school to make a determination about contract termination.

2. Achievement of Performance Objectives - Progress toward achieving performance objectives will be determined by the degree to which annual objectives are attained, the degree to which school and district academic achievement goals are attained over time, and improvements on the school's scores on state assessments such as the Wisconsin Reading Comprehension Test and the 4th grade WSAS tests.
