process for MPS

The statutes (s. 118.43(2)(c)) provide that the school board of the school district operating under ch. 119 may enter into an achievement guarantee contract on behalf of up to 10 schools

1. Selection of Participating Schools - The department has determined that MPS is exempt from the requirement to develop contracts for schools with the largest low income K-1 enrollments. The district may therefore develop contracts for any non-P-5 schools without submitting a waiver request to the department. The district may implement whatever process is appropriate to determine the additional schools which will begin the SAGE program in 1998-99.

MPS developed contracts for seven SAGE schools when the program was initially enacted in 1996-97 and added three more when the program was expanded in 1998. The state superintendent has recently determined that additional MPS schools can be added to the program in 1998-99 to use up allocated funds that were not claimed by other districts.

2. Eligible Schools - The contracts entered into by the MPS board must be for public schools that are instrumentalities and under the direct control of the board and are serving children who are counted by the district as members for the purpose of determining general equalization aid. Children enrolled in a participating school in the grades covered by the SAGE program may receive instruction at a site other than the public school facility.
