Drive to Pass TABOR Halts for 2004

The drive to pass the so-called Taxpayer Bill of Rights has ended for 2004.

Legislative leaders announced Wednesday (July 28, 2004) that the Senate will not vote on TABOR this week, ending the possibility of passage before next January.

The Legislature is expected to debate the issue next session, which begins in January.

TABOR must pass both houses during consecutive two-year legislative sessions before moving to voters in a statewide referendum. The earliest a constitutional amendment could be sent to the voters is now April 2007.
