Delegates from Northwest United Educators generate several hundred postcards to their legislators opposing the so-called Taxpayer Bill of Rights, or TABOR. The delegates worked on the postcards at their April 21, 2004, pre-Representative Assembly meeting. Among those participating is JoAnn Trowbridge of Cameron (left), an education support personnel representative.
