NEA President Reg Weaver urges members of Central Wisconsin UniServ Council to "make some noise" as they advocate for continued quality public education. "Don't allow people to bash you and your organization," he said. "Stand up and speak out because if you don't, who will?"

Weaver spoke to several hundred members at the CWUC Fall Leadership Conference September 15, 2003, in Wausau. Much of his motivational address focused on the flaws in the federal Elementary and Secondary Education Act (ESEA), often deceptively referred to as the No Child Left Behind law. Weaver said the law is underfunded and "puts every kid in a one-size-fits-all category." Most of the money provided with the law, he said, is spent on "bureaucracy, paperwork and testing."

Weaver said the NEA is challenging the legality of the law on the basis that it does not provide promised funding for states and school districts to meet the new requirements. The NEA also has proposed a plan that contains 47 amendments to the law, mostly to provide the funding needed to implement its provisions. He also urged all educators to work to change the law. "You have a part to play," he said. "You can be very influential in terms of what happens."
