The Wisconsin Administrative Code requires certification of technical college instructors within six months of the commencement of their employment.
That code states, "each person employed by a district responsible for the delivery of classroom instruction or assisting in the management of one or more programs of a district shall obtain instructional certification of the board." The provision does not require that an individual be certified at the time of hire. After hiring a person who is not certified, a district director must initiate the certification process "as soon as practicable, but no later than six months following commencement of employment with the district." Wis. Admin. Code TCS § 3.03(1).
Several types of certificates satisfy the certification requirement. They include five-year, provisional, and part-time provisional certificates. Emergency certificates can be issued to persons who are not qualified to receive provisional certificates, but who are employed by the district in an emergency as determined by the director. An emergency certificate is valid for no more than 12 months and cannot be renewed.
A district employer's failure to require certification of its instructors violates the state's administrative code.
