Job Title:                    Legal Counsel III

Classification:           Professional Staff, Category III

The Wisconsin Education Association Council (WEAC) has an opening for a Legal Counsel III in its Madison, WI office.  WEAC, affiliated with the National Education Association, is a labor organization which represents public sector educational employees and employs 4 in-house Attorneys at its Madison and Milwaukee offices.

Legal Counsel III attorneys handle organizationally significant civil litigation, complex administrative hearings, arbitrations and appellate work in a challenging political environment. They may be asked to provide training, advice on governance issues, and to develop and help implement legislative proposals, including developing coalitions and testifying at legislative committees.  They are also expected to participate in the formulation of WEAC legal policy and strategies.

Candidates should have at least 8-10 years of experience in union-side labor law, including civil litigation, strong research and writing skills, and the ability to litigate all types of cases without supervision.  WEAC provides an excellent salary and benefit package as part of its collective bargaining agreement with the United Staff Union.

Job Title:                    UniServ Director, Capital Area UniServ - North (CAUS-N) (30% Position)

The Capital Area UniServ - North (CAUS-N) is seeking applicants for the position of part-time (30%) UniServ Director.  Minorities and females are encouraged to apply.

Background on the UniServ Unit

CAUS-N represents more than 3,100 public school employees in south central Wisconsin.  The UniServ headquarters building is located in McFarland, Wisconsin, The Village is located along U.S. Highway 51 and the east shore of Lake Waubesa. It is located directly south of Madison, 90 miles west of Milwaukee, 150 miles north of Chicago, 100 miles east of Dubuque, and 250 miles south of Minneapolis. The Village shares borders with the City of Madison to the north, the Town of Dunn to the west, south, and southeast, and the Town of Blooming Grove to the east.

The CAUS-N UniServ is made up of 24 locals (teacher and ESP), and currently employs two UniServ Professional Staff and two Associate Staff. 

Job Duties

  • Assist member locals in matters of:
  • Organizing and advocacy
    • Membership organizing
    • Membership recruitment, promotion and development
  • Professional rights and responsibilities
  • Public relations
  • Legislative matters
  • Provide counsel, advice, and representation to individuals in member locals.
  • Represent individuals in job-related termination or nonrenewal conferences and unemployment compensation hearings.
  • Develop materials and present leadership training to member locals.
  • Work cooperatively with the President and Board in planning the agendas for all Board meetings and Representative Assemblies.
  • Develop and promote positive working relationships with CAUS-N staff, CAUS-N members, WEAC and the NEA.
  • Practice and encourage teamwork, collaboration, and consensus decision-making when possible.
  •  Exhibit and promote open, honest, and direct communications.
  • Create a positive work environment that generates innovative ideas and risk-taking opportunities.
  • Provide overall leadership and guidance in the development and execution of the goals and objectives of the UniServ unit.
  • Perform other duties as assigned by the President and/or CAUS-North Board, consistent with the job description and professional expectations.
  • Prepare written reports as requested by the Board.
  • Provide overall leadership and guidance in the development and execution of the goals and objectives of the UniServ unit.
  • Carry out the training responsibilities of the UniServ program as approved by the UniServ unit’s Board of Directors.
  • Assist in the training of local leaders for all phases of association activities.


  • Experience in membership recruitment and organizing experience in public relations and community organizing
  • Experience in political action
  • Association staff experience (preferred)
  • Bachelor’s Degree required
  • Experience as an association leader in education (local, UniServ, state, or national) or other public or private sector unions
  • Experience in negotiations
  • Experience in consensus/collaborative bargaining and/or site-based decision making/self-managing teams
  • Experience in grievance processing/rights arbitration including case presentation
  • Knowledge of school law, school finance, and educational issues
  • Computer literacy and skills
  • Ability to promote and adhere to the policies adopted by the CAUS-N Board of Directors and Representative Assembly
  • Ability to maintain the confidentiality of individual member(s) concerns in a professional and confidential manner
  • Ability to operate and maintain an automobile
  • Willingness and ability to commit the time and energy necessary to meet the extensive demands of the job

Salary and Fringe Benefits:  Competitive salary as negotiated between Capital Area UniServ - North (CAUS-N) and the United Staff Union Professional Staff (Category 3).  An excellent fringe benefit package and automobile allowance are provided.
