The overwhelming majority of superintendents also want changes in the revenue caps law. A plurality (39%) favor outright repeal, compared with 31% neutral and 31% opposed. Ninety percent also disagree with the statement, "keep the revenue caps law as it is-make no changes for the foreseeable future." Instead, 87% favor changing the revenue caps law "to allow school boards greater flexibility to exceed the cap," whereas 62% say they favor keeping the revenue caps in place if allowances are made for greater increases in spending from year to year.
The cost of educating children with special needs continues to be a serious challenge in nearly every district. In fact, 57% of superintendents say that as a result of the revenue caps, their district has had to reduce services for regular education students in order to serve students with special needs. Consequently, it is not surprising to find that 90% of superintendents want the state of Wisconsin to pay a greater share of the costs of educating special needs children.
