Under the best of conditions, attracting and keeping qualified teachers, administrators, and other educators is a problem for many school districts. On average, one-third of the superintendents who participated in this study say that the revenue caps have made it more difficult for their district to hire and retain top quality administrators, educational support staff, teachers, and guidance counselors/social workers/psychologists (see Table 10).
