Effects of Revenue Caps
on Programs and Services Offered by Wisconsin’s Public Schools —
1998-1999 School Year

Introduction and Background

Since 1994, the Wisconsin Association of School District Administrators (WASDA) and the Wisconsin Education Association Council (WEAC) have surveyed school superintendents to learn how the revenue caps have affected programs and services offered by school districts. This is the sixth consecutive study.

The response rates of superintendents consistently have been high: 79% in 1994, 77% in 1995, 70% in 1996, 72% in 1997, and 74% in 1998. This year, 321 districts (75%) joined in the study. This year's participating districts represent more than 721,000 (82%) of Wisconsin's public school students. The districts participating in each of the six studies are not identical. Nevertheless, superintendents from the same districts have tended to return completed questionnaires during the past six years.
