Effect on Employee Morale

A final question asked superintendents if the revenue caps have affected the morale of district employees. Nearly three-fourths of superintendents (73.5%) answered “Yes.” Interestingly, there are no significant differences in responses to this question among districts related to size, spending levels, or changes in student population. There were more than 200 written comments to this question; with a few exceptions, all comments indicated that morale among teachers, administrators, and other district employees had deteriorated in recent years.
