Marchers involved in the Walk on the Child's Side 2000 move up State Street on their way to a rally against school district revenue controls. Participants repeatedly focused on the impact of revenue controls on children and the quality of their education.

Marcie Balcer, a walk co-organizer from Racine, plops a thick folder down in front of five aides to the governor. The folder contains petitions signed by 5,000 people opposed to revenue controls.


Sabastian Desotelle, a Phillips 8th grade student, leaves the governor's aides speechless when he asks them: "How are revenue caps helping our schools and my education?"
