Journal Sentinel
puts licensing issue
into perspective

In an editorial about the governor's 1999 State of the State address, the Milwaukee Journal Sentinel strongly supported a link between higher teacher standards and increased pay for teachers.

The January 29, 1999, editorial states, in part:

"On a related issue, Thompson's proposal for licensing standards for state teachers is commendable. But the governor also wants to keep cost controls on teacher pay raises. The problem is the two may not gibe. If the state is committed to high-quality teachers, it's got to be willing to pay for them. How can it with such arbitrary pay ceilings in place?"

The combination of revenue controls on school districts and the Qualified Economic Offer law makes it nearly impossible for teachers to bargain fair salary increases.
