Bush budget dismantles career and technical education programs
President Bush's proposed FY 2006 budget would eliminate funding for the Carl Perkins Vocational and Technical Education program, the federal government's main career and technical education program. Elimination of the Perkins program is a major blow to the Wisconsin Technical College System. In the current fiscal year, Wisconsin received $25 million in Perkins funding, $12.6 million of which went to the WTCS.
The Bush Administration's budget proposal also makes a drastic 65% cut in the Adult Education and Family Literacy program (AEFL). The WTCS uses AEFL resources to assist adults in becoming literate, attain a high school equivalency and obtain the knowledge and skills necessary for employment.

Governor Jim Doyle has developed a 2005-07 budget propsal that recognizes the important role of Wisconsin's technical colleges in the state's workforce and economy. The governor's budget maintains state funding for technical colleges and creates two job training programs that partner the WTCS and Department of Commerce with Wisconsin businesses in an effort to help grow the economy.
The governor also excludes the WTCS from his "responsible tax freeze" proposal. During his budget address, Governor Doyle said Wisconsin's technical colleges "provide young workers with the training to get that first job, and they help older workers who've lost their job get the skills to find a new one. Technical colleges account for a small percentage of property tax bills, and they already have limits on the amount their levies can increase. My plan requires them to continue to abide by those limits - without imposing new ones that could end up costing our workers and hurting our economy."

March 2, 2005  IMMEDIATE ACTION NEEDED!
The budget proposals recently released by President Bush and Governor Doyle show two starkly different approaches to career and technical education.
Use the OnWEAC Cyberlobby to tell your federal representatives about the importance of career and technical education, and ask them to reject President Bush's budget proposal.
Tell your representatives the elimination of the Perkins program will cripple career and technical education in Wisconsin. Termination of the program threatens our most vulnerable students - those with the greatest need for the student support services funded by Perkins.
Please also take a few extra moments to thank Governor Doyle for protecting the WTCS.
