Collective Bargaining

Beginning Bargaining
For new bargainers or those wanting a refresher course
The Collective Bargaining training will help negotiators and bargaining
team members gain a deeper understanding of the entire bargaining process,
from beginning to end. This track will explain the bargaining process
and give members a practical experience in negotiating contracts. This
track will cover issues of importance to ESP, teacher, and technical college
members. Topics will include team selection, proposal drafting, communication
with members and the public, table tactics, consensus and traditional
bargaining models, building a power base, impasse resolution procedures,
and more.
Advanced Bargaining
For bargainers with substantial experience
This session provides a brief overview of the basics covered in Beginning
Bargaining. Additional activities and topics include: power bargaining
tactics that work; setting up workable co-coordinated bargaining groups;
restructuring salary schedules; addressing mandatory/permissive subjects
of bargaining, budget basics, verbal skills, PI34 and ESEA bargaining
issues, mastery of insurance basics, post employment retirement issues;
and participating in simulated bargaining activities. Bring your contract
and salary proposals.
Contract Maintenance/Grievance
(Select the ONE conference-long session that best fits your level of
experience)
Beginning Grievance
For participants with little or no experience in grievance handling.
Advanced Grievance
For participants with some or extensive familiarity with grievance
handling.
Both sessions explore the formal grievance procedure to resolve contractual disputes. Topics covered will include the Right to Representation, the Duty of Fair Representation, Just Cause and Past Practice. Both sessions will use a hands-on approach to learning, participants will practice techniques on interviewing the grievant and witnesses, developing a grievance theory, writing up a grievance and presenting the grievance at the different steps of the grievance procedure.
Public Relations
Communicating with Members and Your Community During the Bargain
This session will deal exclusively with message development and how
to educate your community about your great schools and great staff. As
we work to spread the word about great schools in Wisconsin, relationships
are the key to our success - especially during the bargain. And you are
key to making it work. Participants will be given hands on experience
in developing and delivering a message. This includes videotaping, role
playing and mock media interviews. A media panel will also be on hand
to tell you what works and what doesn't while dealing with the press.
WEAC's Public Relations/Communications Campus staff will also show you
many of the resources WEAC offers. These include the OnWEAC Web site,
information for newsletters, letters to the editor, public relations materials,
public service announcements that can be localized and more.
Government Relations
Effective Skills for Local School Board Election Campaigns
This session is designed as a hands-on approach to provide members with an informative and productive learning experience related to acquiring or refining skills related to local election campaigns like school board races. In this interactive three day session, participants will be divided into teams dealing with a school board election simulation. Narrative information about the mythical state, town, school board and candidates will be the basis of the simulation. The training will be geared toward running a campaign from the viewpoint of a local Association. Training components will provide the skills necessary for each team to develop a campaign plan for presentation to the group while having fun along the way!
Teaching & Learning
Monday (Choose one session)
National Board Teacher Certification Workshop
Are you currently a candidate for National Board Certification (NBC)?
In this session, participants will work with Wisconsin Nationally Board
Certified teachers who are experienced NBC mentors. The session will focus
on descriptive, analytical, and reflective writing and the key criteria
for each portfolio entry. Scoring rubrics for each entry will be discussed.
Participants will leave with a clear direction of how to proceed with
their portfolios and be able to purchase other support materials.
Model Support Systems
Representatives from districts who were awarded grants by WEAC's Campus
for Teaching and Learning to create examples of support systems to help
teachers create professional development plans (as required by PI 34)
will share their ideas and materials with session participants.

Morning sessions:
IDEA
For members who need information about changes in IDEA that are a result
of the 2003 reauthorization
Model Professional Development Plans
WEAC's Campus for Teaching and Learning awarded grants to several districts
to create examples of professional development plans that will meet the
licensure requirements of PI 34. Representatives from these districts
will share their materials and talk about the process used to create them.
Afternoon sessions:
Mentor Support
Receive an overview of information relating to mentor support. Topics
will cover PI34 requirements, components of effective mentor training,
structures for ongoing mentor support, and incentives for bargaining the
above-mentioned topics.
Special Education and Alternative Assessment Issues
Get updated on alternate assessment processes and requirements for special
education students under the current ESEA and IDEA laws.
Wednesday (All Teaching & Learning participants attend session)
ESEA Update
Recently, there have been a number of important developments in Wisconsin
related to the implementation of the requirements of the 2001 Elementary
and Secondary Education Act. You will receive the latest information on
teacher and paraprofessional quality, new proficiency levels in Wisconsin,
and student testing.
Leadership
(Select the ONE conference-long track that best fits your level of
experience)
All Officers
This session will provide all newly elected officers (and those veteran
officers who would like a refresher course) with practical knowledge and
skills to carry out the duties and responsibilities of office. The session
training includes the following topics: responsibilities of the president,
vice president, secretary, and treasurer; meetings; committees; structure
and services; budget and dues; contract maintenance; negotiations; communications;
legislative/political action; constitution and bylaws, and other leadership
subjects. Each topic covers local, UniServ, WEAC, and NEA, where applicable.
Participants will return to their locals with a Local Association Officer
Resource Manual and information and skills to be successful elected officers.
Leadership
This session is for Association leaders and members who want to participate
in practical and interactive leadership knowledge and skill building.
Training includes essential leadership skill building and more advanced
skill building on topics such as facilitating difficult situations, organizing
your local for action, improving internal communications, and more. This
session will include information that will assist participants in developing
working perspectives of issues facing public school employees. Participants
will receive a comprehensive leadership resource manual for use back in
the local association.
Advanced Leadership
This session is designed for long-term leaders to meet their needs for
in-depth planning and development. Several weeks before the Summer Academy
starts, seminar participants will select a leadership issue from a list
of suggestions. During the session, participants will work with others,
who have selected the same/similar issue, in consultation with trainers
to reach practical solutions that can be readily implemented. Participants
will receive a comprehensive leadership manual for use back in the local
association.
