Wisconsin Rapids library media specialist Mary Bell (above) a longtime activist at the national, state, UniServ and local levels was elected Sunday (May 4, 2003) to a three-year term as WEAC's secretary-treasurer.
She succeeds Margaret Guertler, who reached a term limit after serving in that post for six years.
On unanimous votes, delegates also elected Glenn Schmidt, of Sun Prairie, to a three-year term as NEA director and Paul Hambleton, of West Central Education Association, to a one-year term as alternate NEA director.
In other action, the RA approved a $21.8 million 2003-04 budget that was reorganized to reflect WEAC's Mission Statement and Strategic Operating Principles.
That mission statement is: "Our union will advocate the ideals of a diverse, democratic society and quality public education. Our union will promote and advance professional practice, personal growth, as well as the economic welfare and rights of our members."
The new budget is built around the three themes that make up the Strategic Operating Principles:
The approved budget includes a dues increase of $7 for full-time members, which represents a 2.6% increase. Other dues were set at $25 for WEAC-Retired members, and $11 for Student WEA members.
Delegates approved one amendment to the WEAC Bylaws, prohibiting retired members from representing local units as delegates to the RA.
They also approved the 2003 WEAC Resolutions document, as presented by the Resolutions Committee. The document includes a number of changes, mostly addressing the impact of federal changes to the Elementary and Secondary Education Act and the impact of distance learning and virtual schools.
