Representative Assembly: Six changes proposed
to WEAC Resolutions
The WEAC Resolutions Committee is proposing the following additions and
changes to the WEAC Resolutions. RA delegates will vote on the proposals.
The Resolutions Committee will hold a hearing on the evening of April
23 at the Midwest Express Center in Milwaukee. At that time, the committee
will only accept resolutions it has previously rejected or that arise
from situations that occurred since the January deadline for submitting
new resolutions. RA delegates will receive the entire resolutions document,
with proposed changes incorporated.

Proposed change #1
The Resolutions Committee took existing language about state employees
out of C-1 Negotiations Objectives and moved it into C-3 Educators
in Federal and State Agencies. The language was moved without making
any change in substance.
Proposed change #2
The committee created a new resolution on vouchers, using language from
NEA Resolution A-29 Voucher Plans and Tuition Tax Credits. The new resolution
reads:
- Voucher Plans and Tuition Tax Credit
- The WEAC believes that voucher plans and tuition tax credits or funding
formulas that have the same effect - under which pre-K through 12 nonpublic
school education is subsidized by tax monies - undermine public education,
reduce the support needed to adequately fund public education, and have
the potential for racial, economic, and social segregation of children.
The Council opposes all attempts to establish and/or implement such
plans.
Proposed change #3
The committee voted to change Resolution B-9 Substitute Teachers
to read:
- The WEAC encourages the use of licensed/certified individuals as substitute
teachers.
Currently, it reads:
- The WEAC is opposed to the use of non-licensed/non-certified or provisionally
licensed/certified individuals as substitute teachers.
Proposed change #4
The committee voted to add the following language to Resolution A-15
Foreign Languages:
- The WEAC further believes in the exposure to foreign language at the
elementary level.
Proposed change #5
The committee voted to replace the existing language in C-17 Provision
of Medical Services with language taken from the NEA Resolution F-40.
The new language reads:
- The WEAC believes that procedures should be established for students
who must use prescribed medication or who need other medical services
during school hours. Procedures should provide that -
- Only medical personnel be required to administer such medication
or perform such medical services
- A physicians written verification of the students
need for medication or services be required
- Written permission of the parent or guardian be required
- The initial dosage of medication not be given in the school
except in life-threatening situations. Initial dosage is the first
dosage administered from the prescription
- Each medication given be recorded on a medication log that includes
date, time, and signature of the person giving the medication
- Medication be delivered in and dispensed from a container properly
labeled with the name and strength of medication, name of patient,
name of physician, date of the original prescription, and directions
for use
- Proper storage for the medication be available.

- The Council also believes that school personnel should be protected
from all liability when the adopted procedure is followed. In addition,
school personnel have the right to refuse without fear of disciplinary
repercussions to administer medication and/or medical services for which
school personnel feel unqualified or when proper equipment has not been
provided. Medical personnel must be provided additional training by
the district prior to performing the medical services in question.
Proposed change #6
The committee voted to add the following language to Resolution C-11
Retirement:
- The Council opposes any options to the Wisconsin Retirement System.
