The 1999 Representative Assembly will review recommendations for developing a strategy to repeal the Qualified Economic Offer law and school district revenue controls.
The recommendations are contained in a report by the State Advisory Council, which was created by News Business Item #4 at the 1998 WEAC Representative Assembly. That item called for establishment of an advisory council of UniServ, urban affiliate, Student WEA and WEAC-Retired presidents to advise the WEAC Board regarding:
The Advisory Councils report has been approved by the WEAC Board and recommended to the RA. It focuses on raising public awareness of the negative impact of the QEO and revenue controls on Wisconsin public schools and schoolchildren.
The recommended plan commonly referred to as the Great Schools Initiative calls for informing the public about the success of Wisconsin public schools, while motivating parents, members and the public to define educational outcomes and support programs that will continue the tradition of great schools in their communities.
Wisconsin has more school choice options than any other state. Developers of this initiative believe that if public schools are to remain vital in the competition for students, strong public demand for Great Schools must exist so that state policymakers respond positively.
Under the plan, community-level organizing would be reinforced with WEAC communications strategies and media contacts.
At the state level, WEAC would develop and place television advertising throughout the state, assist local associations in organizing members and citizens, increase political action activities, and strengthen government relations efforts.
