The Board of Directors is recommending to the delegates to the 1999 Representative Assembly five amendments to the WEAC Constitution and Bylaws.
Each UniServ unit, affiliate or member organization shall, on or before
April 1 June 1, certify to the Executive Director of
the WEAC the names of its duly elected representatives and alternate representatives
to the Board of Directors.

What It Does: Changes date of notification to WEAC of the UniServ representative to the WEAC Board of Directors.
Board Recommendation: Support
Comment: Many UniServs currently do not hold elections for the WEAC Board of Directors until April or May. This amendment changes the notification date to reflect actual practices.

Each Alternate shall be certified and paired with a specific
Director at the time of certification of the Directors. Alternate
directors shall be certified at the time of certification of the directors.
Units having more than one director may elect alternates who are not seat
specific.

What It Does: Allows a unit with more than one WEAC Director to elect alternate directors that are not seat specific.

Comment: WEAC currently uses a non-seat specific process for the seating of the NEA Alternate Director for an NEA Director on the WEAC Board. The NEA Board of Directors also uses a non-seat specific process for seating alternate directors.

d. Retired. Per capita tax payable to the WEA Council from the designated
retired persons WEAC-R organization shall be set by the WEAC
Representative Assembly annually. The per capita tax shall be adjusted
for WEA and NEA Life Membership contracts in effect for members of that
organization. Retiring WEAC members shall be eligible for membership
in the WEAC Retired Persons organization for one year after retirement
without payment of per capita tax.

c. Student. Per capita tax payable to the WEA Council from the Student
Wisconsin Education Association shall be (1) $5.00 per year per
member of the Student Wisconsin Education Association and (2)
set by the WEAC Representative Assembly and include the amount
of NEA fees per member.

What It Does: Removes the Student WEA $5.00 dues language from the Bylaws and allows the R.A. to set the dues.

Comment: The WEA-Students are the only group with an amount specific dues structure in the bylaws. The WEAC dues, for active members (teachers, ESP, members of Council #1, etc.) and WEAC-Retired members are set by the R.A. annually. The intent of the amendment is not to drastically increase or decrease the WEA- Student dues, but simply to allow the WEAC R.A. to set the dues similar to other groups.

g. When more than one NEA Director is to be elected at the same time, the WEA Council Board of Directors shall designate the length of the initial term, of each designated NEA Director position, to avoid simultaneous expiration. NEA Director positions shall be designated by sequential numbers. Each nominee shall file for one of the specified terms positions.

What It Does: Assigns numbers to the NEA Directors positions.
Board Recommendation: Support
Comment: This amendment numbers the NEA Director positions. This was not an issue until recently since only one NEA Director was elected in a given year. With the growth of WEAC membership and consequently the addition of NEA Directors elected from WEAC, more than one position is now elected two out of three years. Candidates now file for an NEA position by using the name of the current NEA Director who holds the position (i.e., position held by Mary Smith). This amendment numbers the seats for greater clarity.
