WEAC shall establish an advisory council of UniServ, Student WEA, and WEAC-Retired presidents to advise the board of directors with respect to the following:
This advisory council shall report its plan to the April 1999 R.A. Funding proposals for recommended actions and/or programs will be submitted to the board of directors for approval.

Whereas, the WEAC resolutions section (B-1, 3) urges Wisconsin colleges and universities to require at least 100 hours of early and continuing field experience designed to acquaint potential teachers with the role of the teacher and the nature of teaching be required of all students in teacher preparation programs; and,
Whereas, the WEAC resolutions section (B-1, 5) urges Wisconsin colleges and universities to provide at least one full semester of student teaching so as to include either the beginning or closing of school experience for student teachers; and
Whereas, the WEAC has student chapters affiliated with WEAC on nearly all college and university campuses in the State of Wisconsin;
Therefore, the WEAC should encourage WEAC affiliates to welcome and provide these experiences to our college and university students.
It is in our best interest and for public education that we have fully trained and properly licensed/certified staff provide these learning experiences. If job actions are necessary in a bargaining unit to resolve a bargaining dispute, such actions should not include the refusal of college and university students who need these experiences to meet graduation requirements.
Be it further resolved, that this item be forwarded to the resolutions committee so language can be developed so that it can be included in section (B-1) of the WEAC resolutions.

The WEAC shall not consider the affiliation of the Hortonville local or its potential membership until all of the original strike-breakers are no longer employed by the Hortonville School District. This policy is to be reviewed annually by the Representative Assembly.

The Wisconsin Education Association Council encourages UniServ and local leaders and staff to actively involve WEAC-Retired members when participating in political action, legislative lobbying, member training, crisis assistance, and other programs in which their years of experience would be beneficial.
